I'd like to know what exercises bring out that part of the tricep on the side of your arm that runs down to the elbow. It's the part right under the large bulge part of the tricep on the side of your arm. It been really hard for me to bring this out. Is there a way to work it, or is it just some genetic gift that some have?

I find that doing overhead exercises bring mine out. Try tricep overhead extensions.
I also find that leaning against a wall at a 45 degree angle with my arm parallel to the ground and pushing out until my arms are almost locked out and then coming back down brings this part out. It's almost like a sissy squat, but for your triceps. I do this at the end of my workout to hit the rest of the fibers and it also helps me work on my flexing without looking like your showing off at the gym and flexing your muscles.
