hi....
this is the ideal shoulder workout for those who do not want to do the shoulder press or any over-head exercises:-
1.) Dumb Bell Lateral Side Raises
Set 1: 15 reps
Set 2: 12 reps
Set 3: 10 reps
2.) Dumb Bell Front Raises
Set 1: 15 reps
Set 2: 12 reps
Set 3: 10 reps
3.) Side raises for rear deltoids
PROCEDURE: sit down on the edge of a bench. place your feet on the ground ahead of you. your legs should be extended and your feet should rest on the heels. place the dumb bells on the floor between your feet and the bench. hold them and raise your arms till they are at shoulder level. your elbows should not be totally bent but they should be soft, maybe at a 130*-145* angle. do not raise them in such a way that the dumb bells are at the same position as the shoulders. the dumb bells should be ahead of the shoulders but parallel to them.
Set 1: 10 reps
Set 2: 8 reps
Set 3: 6 reps
4.) Upright Bar Bell Rows
Set 1: 8 reps
Set 2: 6 reps
Set 3: 6 reps

no such thing as a 'best' shoulder workout.....only specific workouts to fit specific goals of individuals....what are all these reps? if I am a strongman competitor you think this will do? what if i am an 80 year old grandma?
i don't get any of your posts....

Although its specifically without over the head exercises; I should just note that none of those will promote enough size and strength gains. They are fine for an intermediate to advanced person, but as a beginner pressing movements are fundamental.

they are not enough for anyone....pressing movements are just as important for advanced as they are for beginners....that guy was a joke

A shoulder workout with out a press is like a chest workout with out any bench pressing of any kind......

I reckon an advanced individual could get by with their shoulders through bench pressings.. but maybe not, I generally use my shoulders quite a bit in my press. I'm sure others dont.
