I don't know the definite answer to this, but theoretically, I would say so (if by "better" workout you mean the one which uses up most energy)-
as long as all other conditions are the same i.e. temperature of where you are working out, how well hydrated you are.
Sweating is one of the body's mechanisms to lose excessive heat, and I would assume that if you sweat more, you are producing more heat and therefore must be using up more energy.
