when it says
#1 set/ 20 reps
#2 set/ 16 reps
etc...

does that mean do both of them or 1 set of 20 OR 2 sets of 16??

You do both of them with a rest(~30-60sec) in between. Most of the programs will have you doing 3 or 4 sets of each exercise.

1st set means do 20 reps

then rest 30-60 secs

then do the 2nd set of 16 reps
