rowing machine - cardio or resistance

a few people suggested the row machine for me. i'm looking to increase overall strength and increase my endurance.

if i do 2minutes @ 22spm, 2 minutes 26spm, 1 minute all out (30spm min) repeated for 45 minutes, do my muscles need less recovery time than with resistance training?
can i do shoulders and back the next day?

i'm not lookng to lose any weight, but strengthen my arms and back mostly, while increasing my endurance.

the cardio faq thread is awesome, but i don't know if what i'm doing is cardio.
any advice from the experts?
