I have a workout schedule set up like this:
Day1: abs, back, calves (25 min cardio)
Day2: Chest, bi's (25 min cardio)
Day3: Rest
Day4: Abs, legs, calves (25 min cardio)
Day5: Shoulders, Tri's (25 min cardio)
Day6: Rest
Day7: Rest

Should I be completely resting on the days off, or can I do cardio on these days?

You are already lifting and doing cardio 4 days a week, I would just rest. What are your goals? You have 3 days of upper body and only one day of lower body. Why the imbalance?

How would you break down a lower day into two? Like a max effort & med effort?

You could break it up Hamstring dominant movements/ Quad dominant movements.

As Pemdas said!

I do it like this.

Mondays I do a Squat variation, calves and a quad dominant movement and on Friday's I focus on posterior , balancing and stabilizing. So Friday is a variation of deadlifts or Good Morning and then some long stride lunges or Bulgarian squats followed with another ham/glute movement.

This is why I split lower into 2 day because it's just not wise to do all this in 1 day and I'm a believer in balancing out my body.

Although my lifting isn't as strong as Pemdas and some others as we have different goals but never the less what your goals is you must balance things out.

Trust me there are quad dominant guys just like top heavy guys out there and they are missing allot when neglecting the posterior. Speaking of which it's time to check for some Guido and Luigi updates http://www.guidoandluigi.com/

If you do decide to chane things up, which you should. You should also consider changing up your upper body as well. The way you are trying to split up your body parts is not the most effective way to get results. But you have not filled out your profile or given us anything else to go on, so we are not sure what your goals are.

I filled out my goals in my profile now, so you can get a better idea what I'm trying to do. As far as the routine, I used this site to get a program and nutritional information. It has the routine I listed above long with 3170 calories, 510g of carbs, 39g of fat, and 205g of protein

I am guessing you are somewhat a beginner at this so go ahead and use the FT routine and see how it works for you. Your goals say you want to lose about 20 lbs and gain muscle. Cant realy do both at the same time so pick one and concentrate on that. Since you want to lose 20lbs, I would concentrate on dropping the weight and then adding muscle. Make sure your diet is clean and that you lift heavy, the last two reps should be difficult while still maintaining your form. Good Luck
