Is it ok to lift one muscle part once a week and still be able to make gains in weight, while only doing 4 days of cardio of about 20 min. each day. I guess what I am asking is that if I don't work out each muscle twice a week, will I decrease my muscle size and strength.

Once a week is fine. Most of the programs here only work out each muscle group once a week.
