i want to lower my 19.5% body fat but gain muscle at the same time. i play rugby so i dont want to stop my weight training as my strength will go down

In the begining this can be done, however gains will be limited the leaner you get.

i've been doing weights and cardio for about eight weeks and i have put on about 7 lbs. if i stop the weight training and concentrate on cardio how much strength will i lose.

you have to be happy with your strength and muscle size, beacause you have to lower you calories...to cut.

Any body builder will tell you that, in order to reach your ultimate goal you must over shoot. In other words if you want to get cut and add 10lbs of muscle you must aim for 15 as you will inevativaly lose muscle on your cutting phase. It is a fundermental fact that you can not cut while gainig muscle. muscle uses 50 cal/lb/ day at rest so when you drop your calories to start cutting your body will shed excess muscle for survival.
