Is one of my legs Shorter or weaker??

Ok heres the problem:
I cycle a lot before training on weights etc. Ever since I started exercising I have felt my legs are not quite right.

Right leg
When walking, cycling etc my right leg slighty feels stiffer and chunkier and UNCONFORTABLE in its movement. E.g if I touch my toe I get a slight pain sensation on the right leg. It feels like muscle pain inside the hip, the left leg doesn’t feel anything.

And the right foot always feels as if it has more pressure on it, in fact walking is really uncomfortable due to the right leg. Its like the right ankle slightly bends in wards and I find it hard to place the foot correctly.

And when cycling the problematic right leg which feels stronger but uncomfortable point outwards and my ankle is almost bent when cycling.

Left Leg
Is totally confortable in any activity but feels slightly weaker.

When I viually look at both legs I can see and difference in terms of length , although the right painfull leg looks chunkier and stiffer..

What does this all mean… and could I train my legs so they are both symmetrical
