1st, you have them, everybody has them, most just have a layer of fat covering them. 2nd, again, a body fat issue is in play. You gotta watch your diet, workout, get the fat to burn away, then the pecs will be tight. You might hear it a few times, but, I'll say it; You can't spot reduce. There is no way to just make the fat around your pecs to go. Fat is kind of like snow, it has to melt away, but all of it has to melt away, but the bigger mounds are going to take longer than the smaller ones
