With such a topic so broad we truly try to cover the basics from all angles in this group. Nothing too big or too small. Nutrition is as significant if not more as exercise is to reaching your goals so learn all you can.
No spot reducing available on these bodies of ours as much as people like to try to sway us to think otherwise, but by continuing to eat healthy and work out your body fat percentages should lower and could take care of this for you. Any exercises that focus on that area of your body will be beneficial to building muscle but won't spot reduce, that is the difference. The bummer is guys want to lose them and good diet and working out will do so eventually, but girls want to keep them but we usually lose more than we want due to good exercise and diet! Ahhh, grass is always greener....*wink*
