How much weight to use?

I'm not new to weightlifting, but I am new to this site and fitness program. I could not find anything on this site that says whether to increase your rep with each set, decrease it or keep it the same. I am used to increasing the weight with each set. If anyone knows, please help! Some of the reps/sets are strange to me. For example, my calf workout this morning consisted of 4 sets of 20,16,16,16 reps. Increase the weight with each set? If so, the reps just don't make sense to me.

I think it depends on what program you signed up for. Gains or loss. Building muscle or just 'toning'. For any kind of muscle growth you need to add weight and lift as heavy as you can. For fat loss that is still a good idea, but some programs have you going higher reps with the same weight. That is what those reps sound like.
