Basically I've been weight lifting on and off for the last few years and its gotten to the point where I really don't like the way I'm looking because my arms are huge and out of proportion to my body, I stopped lifting 3 weeks ago and have been eating less protein, running and swimming as well as doing other cardio. While I have lost some weight I thought I would have bulked down a bit by now but I haven't much and since I am burning fat by doing the cardio I actually almost look more bulky than before.
I'm sure that there are other people out there who have had a similar situation, my goal is to from now on do a lot more cardio and only do some light resistance training on occasion to tone my muscles, If you have any advice at all on what I can do to "bulk down" and how I can do it quickly I would appreciate your input.

I forgot to mention, I'm male, about 6' and right now weigh 170.. the thing is that I don't look like I weight 170 at all which is really frustrating me, is this because I have a higher ratio of muscle to fat than most people do to my excessive weightlifting?

lol... that's not too hard... just stop curling, i mean, lifting weights, and eventually your muscles should go away... and if you're really desperate to lose your huge arms, try running and swimming and doing your high intensity cardio on an empty stomach, then starve yourself a little bit... just do the opposite of what you did you build your arms... or, of course, you could always work other body parts so your whole body will be proportional, but much bigger than the average joe, and you'll probably feel better then... good luck...
