I want to get toned, I weigh 140 and im 5'9! Should I gain some more weight 1st or just work out?

Your weight sounds fine. Actually you should measure yourself. That is a better gauge. Muscle weighs more so when you gain muscle you will gain some weight but you will slim down and look better.

what do you mean by measure myself? And would it matter if my arms were kind of skinny?
