I've built up my upper and middle chest to be pretty firm but i still find that i have some fat on the lower part. I've also tried to target that area by doing decline but still have the same results. If i continue to work the mid range and upper chest can that eat up the fat im having trouble with? I've also really began focusing on doing cardio and a healthy meal plan. I've always had this problem it seems tho even when i tried to lean out and dropped to 170 lbs. I'm currently 5'11 185 lbs. Any suggestions for getting rid of this fat?

It doesn't matter how much you weigh. It all about body fat %. You can do all the chest work in the world and it isn't going to make a difference if you don't lose body fat. Also, there is no way to lose fat in just one place. Spot reducing is a myth. Fat tends to cling to certain places longer than others. I also tend to store fat on my chest...and my stomach of course. This is typical for men. If you pack some muscle on your chest it probably won't be as noticeable, but it really comes down to losing fat and it is really difficult if not impossible to put on muscle and lose fat.

The last time you lost weight, I willing to bet that you lost a lot of muscle in the process, which is why you didn't notice that much difference. There are ways to minimize muscle lost while losing fat, however I won't go into it right now.
