I work out four days a week (mon, tue, thurs, and sat), i run about a 10-20 min each day i workout. I weight train for about 45 mins to an hour, but what should i be doing first. Right now I stretch and shoot a couple of hoops to warm up then lift and then run before going home.

I'm trying to loose fat and gain muscle. I've been seeing some nice gain in the lifting side but my weight has been very consistent lately (which is unusual for me, usually I fluctuate about 5-10 lbs a week). I’m eating about 5-6 meal a day about 1800 calories a day. I figure I’m putting muscle on because I’m getting harder and stronger and losing fat but I still want to see me lose a few pounds. I’m 192 goal is 175.

Is cardio before lifting better or visa versa?

You cannot lose fat and gain muscle, it's physically impossible. What you can do though is lose fat and tone up. It would be best to stick to the cardio after lifting.
