cardio intensity?

I've heard it said that too much cardio intensity can actually decrease or be non-conducive to building lean muscle mass since different muscle fibers are used. At what target heart rate should I be aiming for as I do my 25 minute cardio exercises at the end of my workouts? I normally do 170 but I think that may be too intense because I want to build more muscle mass. Should I decrease my THR to 160... 150... your thoughts?
