how do you get mass on your ribs? to the side of your abs and below your chest. right now it's just skin.. no fat or muscle.

squats, deadlifts...russian twists, bicycle kicks,...

and u have to eat more...500-800 extra calories daily...and from healthy choices....no junk or crap foods...

What are russian twists? is that when you go on a decline and alternate holding a crunch on the left and right?

yes, twisting to one side then the other while doing eiter a crunch or a sit up...it hits the obliques...
