I've heard that only the last few reps, like when you lift to failure, are the only part of the exercise that are really doing anything. So if you quit before you really could do one more rep, all the other reps were really a waste of time?

Absolutely false! Think of it this way...before you can actually lift the last few reps, you have to exhaust the muscles first. This is usually done by the first few sets.

Besides, trying to go to failure (by lifting heavy) on your very first set WILL ONLY lead to injury! Hope this helps...

It also warms the muscles. That is very important so you don't injure yourself.
