So I was in conversation with someone, and basically for me to lose inches quicker...to keep my heart rate at 115. I can exercise for longer periods of time and will alerady have burned of sugar in the blood and my reserves so I'll burn more fat. Will this method work?

For the most part, you have it correct. You must keep your heart rate high (about 80% of your max. heart rate) for a sustained period of time (about 30-60 minutes), preferrably on an empty stomach. This will help your body burn more fat.

If you complement this with weight training and a good, sound diet, you'll be melting away your unwanted fat.
