If I just want to tone my shoulders, is it best to stick to moderate weight and focus on form...like say...when doing side lateral or front dumbell raises?

Hey..

it is always very important to train with 100% focus on form and the muscle at work. This can be done with light / moderate / heavy weight - all depends on the rep range possible to distinguish the three. If you want to tone your shoulders.. moderate weight will do - remember that there will be zero toning without a proper diet.
