How does electric bike work the legs?

I have an electric bike, but sometimes I tend to have butter fingers and turn off the power switch. Without any help from the motor, this baby (the bike) weighs about 28kgs about 62lbs I think. Pedaling it is hard if I come to a complete stop. Is that condsidered a cardio workout if I have to pedal it for about 10-15 minutes?

10-15 min is just fine...you can combine it with jogging or any other cardio exercise for a good 30 min workout...

thanks. I think I workout my legs as a secondary reason, rather than a primary reason because I need to get from point A to point B. This past Sat. I've done several 15-20 minute rides and I did a round trip of about 20 minutes. I don't like jogging and other than going to the park in Taiwan, one may get run over by some crazy.
