I read an article that said high reps give u mass over strength and low reps give u strength over mass, so i was wondering could i do a 6 weeks high reps to tone then low reps to strengthen them and would that work if i did?

I have never heard of this theory. Is there evidence? High reps in MOST cases do not result in mass or strenght. However, low to mid range reps with heavy to med weights does.

For your situation, I would do a combination of both. Begin the workout for each bodypart with a basic - low to med rep exercise then near the end finish with a high rep exercise.

eg. CHEST

Inclined Bench Press 4x10x8x6
Flat Dumbel Press 4x12x10x8
Cable Flyes 3x20x18x16

I actually thought it was the other way around. Say if you wanted to improve your benchpress, then you use low reps. One day you would use a high number of sets with a low number of explosive reps at about 60% 1RM, whereas on the other day you would do heavy singles to improve your maximal strength with a number of exercises emulating parts of the benchpress.

my understanding was the more reps will help to burn fat and increase tone, But strength and mass comes with higher weight & less reps.
