mine are 15 1/2 for biceps and my triceps are 14 1/4 inches

Personally I do both. Flexed to make me feel good about myself and relaxed for a more real assesment of my gains. Also, I started measuring while flexed when I was seeking to lose the excess fat on my arms, so I could have some idea of how much was muscle and how much was fat.

If you measure say right after your work out, you'll note an increase in size, compared to measuring just before your work out. You could also take those measurments and compare.

Measuring for the most part is to give one an idea of where they are in their goals. I start off the month taking two sets of measurements, flexed and relaxed, these I compare with previous months to show myself that I have been getting closer to my goals. Cheers
