just a quick question, when i do my dips i tend to go all the way down on the negative with or without extra weight. i notice alot of people will not do this and barely go down at all. why is this? am i doing something wrong?

It's ok edward. I see lots of stupid things at my gym, too. It's important to not get sucked in.

You are doing it right. It is possible that someone has a shoulder problem that prevents them from going all the way down, but more likely they are just being pussies.

Weighted dips are great. I used to do them in place of bench. There are a lot of stupid people giving advice. I remember a while back I posted a vid of +230 dips on youtube and was amazed at all the idiotic comments I kept getting. Search for my youtube vid under the same name.
