What the? New bench 'rocks'?!

Okay this is kinda a weird problem but hopefully someone here can help out. It's actually my brother's new weightlifting bench, this one:

He bought it and picked it up this morning. This afternoon we put it together, but there's a problem (please excuse my lack of the technical terminology): the center bar (where the padded seat is, where you lay down to bench) rocks back and forth, from side to side. It doesn't seem to stay in position when you're laying on it. We're not sure if this is by design (ex, how it's supposed to be) or not, but it doesn't seem right. The part at the far end (away from the part where the barbell goes) seems to be the problem; this is the part that allows it to decline; it just doesn't seem tight enough, moreover it looks like it's this way by design ... but it seems like really poor design if that's the case, that it would rock back & forth so much ...

The instructions that came with this thing are terrible, but we've reread and rechecked everything a dozen times and it all looks right from the diagrams and (crappy) instructions. We'll be phoning the store back tomorrow to try to find out what's going on but on the off chance anyone has seen something like this before ... is this normal? Should the center bar rock back and forth at all under any circumstances, even in a declining bench?

No its not normal. Something is wrong. The seat should be firmly secured.
