I don't know if it is just genetics, but I see this kind of midsection on some athletes. Not the six pack, but right above the hip, there is a really noticable line/cut. What can I do to get that? Thanks a lot.

Yeah that is roy jones jr, defintely before he went to heavy weight for a bit. Remember this guy trains on his birthday, christmas etc. He is extremely lean (from skipping, running, boxing). If you want a mid section like that you have to train them like any other muscle then reduce your body fat % so you can show them off.
