My Hiit Workout

ive just started out using hiit program, which i do on days that im not weight training (2-3days a week)

my rountine on the treadmill

5mins warmup (3%incline 5km/h)

1min 10km/h 3%incline
1min 5.5km/h 3%incline
1min 11km/h 3%incline
1min 5.5km/h 3%incline
1min 11.5km/h 3%incline

and so on.... for 20mins in total i keep the max speed at 11.5km/h

when i run at 11.5km/h i can barley talk my heart rate gets to a max of about 180bpm normally after about 15mins.
Should i make the recovery minute a bit longer so that my heart rate has a chance to drop a bit more? it normally drops down to about 160bpm (again after about 15mins)

is it normal to get this high with this type of exercise, or am i overdoing it?

im 28 years old, so max hr is 192bpm
