build mass or lose fat?

I want to lose the fat on my hips, and gain muscle mass in my upper body. i hear that you can't lose weight and gain muscle at the same time because of your caloric intake. what do i start with, building mass or losing the fat? which works better?

You might be able to do both in the beginning if you're just starting out and your nutrition is less than great and you haven't been working out....

I suggest to just maintain your current intake(just make sure it's healthy and split up into many meals)....and lift heavy with big lifts...big lifts like squats, deadlifts, chin ups, dips, etc... help build muscle and strength while allowing you to lose body fat......(no u won't look like a man but you will see great results)...keep in mind lifting heavy refers to the overall volume/intensity....starting out it will depend how much weight or total volume you'll be using depending on your strength level and conditioning....

Menace made a good point, in the beginning you may be able to do both. If you take in a higher protein to carb ratio you may actually lose fat and gain some muscle without changing your current caloric intake, just the ratio of protein/carbs/fats. Do a little searching on this in the specific diet and nutrition forum.
