I want to gain lean mass (especially in my legs) so I am lifting weights but I also need to burn a lot of fat only in my stomach area so when should I be running to tone the abs and when should i be lifting to gain the mass? Is better to lift or run in the morning versus in the evening?

Testosterone higher in the morning so lift then....
run either on day off from weight lifting or afterwards in the evening....
you cannot spot reduce fat 'only on your stomach'....you will reduce fat deposits from everywhere....depending on where you tend to store fat the most(hips, legs, waist, etc)....for women some of this fat loss can come from their breasts...
