i am beginning to work out and i need some structure. i need a routine that is easy to follow and has a good concentration on abs and arms. any suggestions would be greatly appreciated. i have access to both free weights and machines.

I suggest you do full body training 2-3 days a week of 8-10 reps for 3 sets...I like training with free weights....so your fullbody training may look soemthing like this
Incline Bench Press or Dips(need to lean forward)
Squats
Standing Ez Bar Curls
Deadlifts+Shrugs
Close Grip Flat Bench Press or Heavy /\Cable Tricep Pulldowns
Cable/Barbell Rows
Sitting Calf Raises
Pull Ups
Sitting Military Barbell Presses
Crunches
Stiff-Legged Deadlifts
Leg Raises
Russian Twists
