dont bother increasing your reps that fizzle dizzle how people say you got to increase your reps high to get cut, just leave them how you had them for bulking 6-12 rep range will probably be fine, "toning" the term is still gaining mass so you cant forget that, just maybe include more intense workouts, HIIT cardio, supersets are good, now onto your question, no there isnt a way to get gains on your legs while cutting all round body fat, one you need more food while the other you need less so they both contratict each other, if your not quiet satisfied with your leg mass just yet maybe you should stay a little longer on your bulking stage, cause to get what you want is impossible unless your a begginer to weightlifting or on drugs... if anything possible HIIT and circuit training should help the best not probably not give your desired results.. hope this helps
