Need Help Understanding Workout Chart!

I dont understand the workout chart at all. for example

follow order target reps
1 15
2 15
3 12
4 10

Am i supposed to do 4 set 1 of 15 then 15 then 12 then 10??

how much weight should I use ect.

I am just so lost any help would be appriciated:(

choose a light weight for your first set - it is a warm up set to get the blood flowing to the muscles.
For your next set choose a weight where you can only just complete 15 reps
for set 3 choose a weight where you can only just complete 12 reps etc.
