I am down to 254 lbs or so. It keeps going from 249 to 254. It has been that way for a while. I started weight lifting and I do cardio 6 days a week. I lift for 4 days. But I not losing that much but I keep doing more. To lift everybody says eat more. To lose they say eat less. I want more muscle. I am 5'9 5'10 or so Male. I have very wide shoulders and a long abdomen but my legs are short. This makes me look bigger than I am. I want to be around 200 lbs

Losing fat and gaining muscle is a tricky/next-to-impossible feat to accomplish. If you want to be around 200 pounds then you would have to reduce your caloric intake. Plain and simple. You'll still be able to gain lean muscle throughout the process as long as you continue to weight train. Lean muscle mass helps burn more calories. Don't starve yourself and do cardio every day...your body will respond to such a drastic measure by learning to store fat in other areas. Cut calories for weight loss.
