Ive noticed that after a couple of sets of lifting my arms become very tired(almost unable to lift the next set for next exercise). Im not overtraining because i lift every other day 3x a week. Diet is fine. But if i go down in weightit seems it is too easy. I want to increase the weight but the next set or exercise is almost exhausting. But if I wait 10 min i can easily do the number of sets. Any suggestions.

Do your first set fairly light (warm-up). Set #2 add some (not to heavy) to get the feel of a heavier weight. The next set get heavy. Last set load em up. The idea is to warm up (12-15 reps), acclimate (10-12 reps), work (2 sets 6-8 reps). Up in weight, down in reps. Also vary your rest between sets from 30 seconds to 2 minutes. Of course these are just examples but hopefully it helps. Good Luck
