I was reading in arnold's encyclopedia that when you do high repetitions with low weight it just causes the muscles to retain more water. Does this mean that the muscles aren't actually growing, b\c i've found that when i do high reps with low weight my body responds well and i've seen much progress in muscle development since starting the routine. Is what i think muscle just muscles retaining more water?
hmmm....never have heard that before...all I really know is that one theory behind high reps low weight is that it will improve the definition of your muscles, not size (high weight low reps will be the opposite)
I have no idea where water came from, but who knows I might be wrong lol

Is it possible though that for some people high reps low weight will cause more muscles to grow than low reps high weight. B\c when i do heavy weights and low reps it doesn't seem like i grow much
