FAT LOSS - SPLIT CARDIO?

Hey Guys,
I'm 5'10 .. currently 192 and say I'm about 13% body fat.
I trying to lose FAT I packed on around my midsection and love handles. I'm doing 1hr+ cardio a day for 7 days to get where I need to be. Is it all about calorie defict to lose fat? I break my cardio up as follows:
15 min break - bike (at work) about 140 calories
Lunch - bike 15 mins 140 calories
2nd break - bike 140 calories
Workout at gym.. after weights I do 30 min cardio .. either stepper, bike, or jog on treadmill/walk at a high pace.

Should I break my cardio up like this or do it all at once?

Also.. will I burn more calories if I say run in the morning for 30 mins and run in the evening for 30mins as opposed to running at once for 1hr?

My current weight is 192 and I'm trying to cut down to 175 for the summer. My current goal is lose 3 lbs a week..meaning in theory I should be at 175 in about 2 months. I workout with moderate/heavy weights about 3-4 times a week (each body part once a week).

My diet look like this:
Supplements: Vitamin SHOPPE 1 day men vitamin and fish oil tablets

Breakfeast:
Oatmeal (5/7 days), Raisin Bran w/Fat Free Milk 1 day, Open CHEAT day (Sun)
Protein Shake

Mid Morning Snack: Turkey sandwich and or fruit (apple, pear, etc)

Lunch: Healthy Choice Meal (complex carbs)

Mid afternoon snack: Turkey sandwich and or fruit
Dinner: (2) Turkey burgers w/wheat bread before GYM

After workout with weights - (2) scoops of Optimum Nutrition Whey 46g protein, 220 calories, 6 carbs. 1hr later > Chicken Breasts or Salmon with mix veggies or salad

Before Bed Snack:
Cardio days - 1 scoop Whey
Weight days - Either Muscle Milk and or (2) scoops of peanut butter w/(1) scoop of Whey shake to slow digestion

Personally, I think you're doing way too much cardio. Doing too much cardio actually defeats the purpose you are trying to achieve by weight training. The secret to fat loss is caloric deficit through proper diet, weight training and short, high intensity cardio (HIIT) 2-3x per week.
