You cannot spot reduce body fat. Your only choice is to burn more calories then you take in. Cardio is a must for lower your bf% as well as a good diet.

I have asked this question myself. Now that my face is thinner, I still have a double chin as the skin and little bit of fat that is left are not tightening up. Some people use firming creams, although I haven't heard brand recommendations. I think liposuction might be the only option I have left...ugh!
