Fat Knees! Help!

I am a fairly active person - I swim laps or bike at least 3 times a week and eat a healthy diet (count calories, very little junk in my diet).

So here's my dilemma - no matter how little I weigh or how fit my thighs are, I have these horrible fat knees.

What are some specific exercises that I can do to work that area?????

Do some leg extensions. Those usually help strengthen my knees. That is the only thing I can think of off the top of my head.
