I would say seated twists are by far the best exercise for the love handles and if you really want to get rid of the fat over there and muscles to look defined here is another exercise: take a suitable weight and keep it close to your chest and your hands over it. Now lie in the position in which u do crunches or sit ups and rotate your torso from one side to the next when coming up and same thing when going down. Kinda like seated twists but more strain. To answer you second question: it depends upon the time you goto sleep. If you eat at or after 9 and sleep after 2-3 hours thats cool, otherwise that food gets stored as fat and you dont want that definitely. Hope this helps...
