I am a new to weight lifting and looking for written information specifically addressing how to shock the body into thinking each exercise is new to the muscle to achieve maximun efficiency.

umm...there's no need for that as you're a beginner....that's something intermediate/advanced lifters do to overcome plateaus....

just start training your body using compound freeweight exercises...for 3 sets of 10 reps for example.....

squats
deadlifts
incline bench press
rows
close grip bench press
pulldowns/pullups
stiff legged deadlifts
shrugs
calf raises
military presses
EZ BAR Curls
crunches/sit ups/leg raises
twists

do this program for 4-6 months...and you'll be much stronger....but remember to start light and learn PROPER FORM...which means going down past parallel on squats and so forth...after a while aim to pick a weight that's the most you can do for 10 reps with good form on your last set of each exercise....
