I can not do Leg exercises,what can I do to sub. I have spinal Stenosis, I want to loss weight and inches at a good rate. Any suggestions?

Are you sure you cannot do ANY leg movements? There are plenty of various exercise variations that dont compress your spine as much. Was this a diagnosis given to you by a family doctor or a specialist? someone who deals with athletes?....if you're an active individual or want to remain so...it's best to consult with specialists who deal specifically with athletes...majority of doctors are quick to tell you to lay off lifting and 'walk' or do other nonimpact activities...however that's often counterproductive. I dont want to come off as a know it all guy online so if you already did all of this...then I dont know what to tell you. I think with your condition it's best to consult with a physical/rehabilitation therapist/doctor about what specific exercises you can do. If you can walk up a flight of stairs then you can obviously do 'step ups'.....if you can squat down on a chair, toilet, etc...then you can probably do squats...keep in mind this will probably be very light exercises specific to you...perhaps largely relying on your own bodyweight or perhaps bands....

most of the weight loss comes from Nutrition and Cardio/Conditioning...so look in those 2 areas to see biggest short term results....check out the nutrition/diet forum of this site as well as other forums of this site with cardiovascular exercise and protocol suggestions...
