I am female, around 5'5 and 117 lbs. I am trying to add more muscle without really gaining too much weight. Anyway, my question is this. I usually eat my biggest meal at the end of the day. For example, by dinnertime I have usually only eaten about 600 calories and then my dinner will be anywhere between 400-500 calories. I usually do this because I work out most often in the evenings after dinner. Is this ok or should dinner still be my smalles meal even though it's followed or preceded by at least an hour of cardio?

Hmmm, my biggest meal is dinner too. As far as building muscle; start off with your cardio and use it as your general warm-up followed by your regular training program. Also for maximum muscle building try to consume a large amount of proteins (such as whey) within half an hour after working out.

1100 calories per day is way too low no matter what. Try to get in at LEAST 1500 calories per day. Breakfast should usually be your largest meal of the day. And you also need to be eating at least 5-6 times a day (breakfast, postworkout, preworkout, lunch, dinner, etc.).
