I have read and read and got confused...cardio before or after...i still dont know what to do because I think my situation is slightly different.
I just had a 2nd baby 4 months ago. I am 5'5 130lbs. my problem is fat stomach. i dont care to lose weight or fat anywhere elsse. Some told me, i cant just do abs training(thats where i learned about spot training).
So what do i do, no cardio, cardio+weights, just weights, or just abs...somebody please advice

Do weight training always before cardio....focus on big exercises....squats, deadlifts, pull ups, dips, etc...these are exercises that will work your 'core' and abs harder than any direct ab exercise and will burn more calories as well as boost your metabolism to burn more calories throughout the day....these are exercises for everyone wanting results....it's not just for big muscular guys in speedos.....or powerlifters or strongmen....it's for everyone...the only thing different will be the type of workout you'll do using these exercises and weight used...

Do cardio on days off from weight training or after if you have to do both....

Direct ab work is unnecessary although you can do some ...(leg raises, crunches, russian twists, wood chops, etc)

You cannot spot reduce fat deposits...the fat will likely come from everywhere...

focus on picking 3-4 big exercises that cover whole body and doing them 3 days a week(they should be freeweights, best if standing or unsupported, 3-15 sets...depending how many sets you do per exercise, you can pick an ab exercise and do a few sets after these 'big' exercises(rotate the ab/oblique exercises))....and 3-4 days of cardio of 30-45 minutes at best pace you can manage(or intervals)....

Changing your nutrition will help you achieve your results a lot faster also....when combined with the above....

Focus on a strict diet, add a workout routine and or some cardio. If you want to start a workout routine that would be beneficial as well. If you do cardio, try doing it later in the day to work as a calorie deficit after yuor supper meal for instance. Best thing to do would be do a ton of research here on diet and good that squared away first. As for as spot reducing, I've heard people say both, me personally, I don't think so. Good luck.

So I don't have to wear the Speedo's...that's good...I thought I looked a little silly.
