exhuast muscle to bulk up?

skinny guy wanting to put on mass. now i know high weght and few reps help to bulk up, but lets say i lift a big weight for a few reps but i still hav energy to do a few more reps, will my muscle still bulk up with the lesser reps.
in other words, MUST the muscle be exhausted to put on bulk or does it just need a shock overload (even though i can lift more). if i lift more it definitely will lead to exhaustion.
lets assume you say 'no you dont need to exhaust the muscle to gain mass'so that means there is no pain; if thats true whats with the 'no pain, no gain' saying?
