Fat and Carbs

I remember reading somewhere that Carbs are turned into glucose for energy, protein is used to rebuild muscles and has some energy and fat has a lot more energy than carbs and protein. I think the comparison was Carbs - 4, Protein - 4, Fat - 9. That being said how come a lot of athletes has high carb, moderately high protein and low fat if fat has more energy then carbs? I might be way of on this, so if i am please correct me.

most diets vary on the person but you will find alot of competition diet very low on fat because they try and shed fat not trying for energy they are trying to get cut as possible
