Fat into muscle?

if you gain alot of weight without excercising for a long period of time and then do max workouts months later Can You turn it into heaps of muscle?
just something ive heard doesnt sound right.

Well the reason i asked this question was really because i have such low bodyfat my skin is really tight on my body and if you gain alot of weight then burn it off you will have loser skin is that a good way to go about it?
