is it smart to take a week off from working out once in awhile? if so how ofton should it be done and what kind of benifits are there by doing this?

Yes taking a week off is a good thing to do every few months. This allows for greater recovery by the body. The central nervous system recovers considerably slower than the muscles so this often allows for better gains. Taking time off also allows tissues(tendons, ligaments, bones, etc) which heal slower after sessions to recover as well.
