Is it true that some people are naturally born muscular? or is that absolute bull?

Yea, I was born at about 165lbs. Haven't gained since, but man was I ripped coming out of the womb.

Don't you guys remember high school biology and the different body types? (Ectomorph, Endomorph, Mesomorph) Someone with a mesomorph body type has more highly developed muscles and bones. than the other body types. That doesn't mean you can't add weight to a small frame or vice versa, it's just easier for a mesomorph to put on quality muscle.
